I don't have Ragsdale's fancy formal phrasing at my fingertips, but here is is:
Given the state of emergency precipitated by 1) the loss of a large bloc of citizens to a rival state 2) the lockout from our normal means of conducting legislative business (i.e. Talossa.net's Witt) by said rebels 3) the sheer chaos of reorganizing our legislature to accomodate the relatively small number of remaining loyal citizens, it is my feeling that no effective legislative business can possibly be conducted under the circumstances, and should not be attempted.
In fact, attempting to conduct business in the same month of the last general election gave rise to a lot of the confusin regarding the actual composition of the government. The so called "seven day' limit.
Side note: I thought the month of a general election always WAS a 'month of recess', but apparently it isn't. IT SHOULD BE.
So, I now make this Prime Dictate -- June of 2004 shall be a Month Of Recess. Let us use the time wisely to get our government and our legislation back in order.

You don't need to do that, the first Clark doesn't start until July.
