Pursuant to the Constitution of the Sovereign Province of Benito, I T.M. Asmourescu, Maestro of the Provincial Chancellery do hereby make this official proclamation:
WHEREAS should the time come that the office of Vicere should find itself vacant and
WHEREAS the waiting time on a new Vicere can be pretty steep and
WHEREAS the people of Benito are entitled by law to pass laws and other legislation so
THEREFORE, it shall be understood that in the case of a vacancy in the office of Vicere, all passed legislation shall be immediately transmitted to the King for review. The King may sign such a Bill, in which case it shall immediately become law; or he may veto the Bill, in which case it shall be returned, with his objections, to the Provincial Chancellery, which shall proceed to reconsider it in the next Clark. If the King neither signs nor vetoes a Bill before the last day of the month in which it was passed by the Chancellery, he shall be deemed to have signed it.
This proclamation is written under my hand on the 17th Day of July in the 2009th Year of the Common Era, I humbly request that the King's Vice Regal representative to the Province of Benito affix his signature to this proclamation that it may carry with it the authority of Provincial Law.

"If the King neither signs nor vetoes a Bill before the last day of the month in which it was passed by the Ziu, he shall be deemed to have signed it." For Ziu, replace with "Chancellery".
Once that's done, I'll be happy to countersign this; it accords with the legal theory that I have argued for before that there is implied consent in a Cunstaval's silence (except where explicitly stated, of course), and that in the absence of a Cunstaval, the Monarch is directly responsible for the role's responsibilities.
