Hear ye, hear ye! The March Legislative Session is hereby called to order. This month, we have two proposed bills which can be viewed in the Provincial Hopper (benito.moonfruit.com) in the Lorentizio Commons forum. The Veto Clarification Act 39LC10- This bill clarifies the veto authority of the Vicere in the Provincial Constitution. If the Vicere fails to sign the bill into law by the next session, the bill is considered to be vetoed, requiring that the Provincial Chancellery either override the veto or let the bill die. The Open-Government Act 39LC20- This bill permits all citizens of Benito to propose legislation which must then be added to the agenda by a seated member of the Provincial Chancellery. It also permits the Vicere and the Senator to propose provincial legislation, despite them having no vote in the passage of it. Chancellors, voting shall begin today at 12pm and shall end March 25 at midnight. Please post your votes in this thread that they may be tallied for the official record and reviewed by the public. An external legal note - does LC20 provide for non-Benitan Viceri and Senators to propose legislation? Is it blanket?

It is. Essentially LC20 grants the right to propose legislation in the Provincial Hopper to all Benitians. However, the Senator and Vicere are both assured this right by virtue of their office, regardless of their provincial citizenship.
