"Oh yes", he remembered. It was time! Time to stride forth confidently and assume his place at the lectern, given that his fine province was the first to see the light of each day within the realm.
"My distinquished colleages", he begins. "I wish to enter into the record my consideration of the business at hand"
"In regard to the The International Community Entrance Bill, Iteration XIV I.C.E. 9, also known as 39RZ6, I can see plentiful benefits from the simple act of application to the UN, or other entities such as the Non Aligned Movement (http://www.cubanoal.cu/ingles/index.html), the Organization of American States (http://www.oas.org/) or even a controversial coalition with the other Channel islands (http://www.britlink.org/channel.html). While I think Talossa has about as much chance as Taiwan being recognized by the UN, the amount of public relations mileage that could be obtained would be priceless. I vote PER"
Shuffling his papers, the senator continues: "In regard to The Domesday Act also known as 39RZ7, I have in the past provided to the Kingdom certain documents which illustrate the composition of the Cestour population of the realm, and I will be happy to do this again for the SoS or any other entity needing the information to supplement their data for those of citizens. In fact I shall be able to generate generalized market segmentation based upon the physical address of citizens that make their home in various parts our neighboring nation, the United States, to supplement that which can be derived from that of the greater Talossan area. All I would need would be a list of addresses (to be held in strict confidence) of citizens, or as an alternative to have only a report of the census block group (http://en.wikipedia.org/wiki/Census_block_group) in which they reside as that would be the level or generalization that I would report back with consumer preference and market research information, thus again preserving privacy in overall results when combined with specific survey information. I enthusiastically vote PER"
The smile that has been on the face of the senator now turns to an even stare. He continues; "In regard to The Musical Chairs Amendment known as 39RZ8, even though this bill is presented by the GRUMP is smacks of intrigue by a party that has one less letter in it's acronym, as being one of the orginal terms of it's composition. Random may be fine for card games or other amusements, but when it comes to the serious work of the Ziu it has no place. Alternative suggestions could be to truncate all fractions and gather them such that the King can decide on their status, or perhaps to use whatever procedures have been previously in place, but to have the dictates of even a portion of a voters careful consideration be allocated by chance is not acceptable. I vote NON.
I thank you for your attention, and yeild the floor".
The senator moves back to his desk, and lifts the lid to reveal a small container of a brownish liquid, which he carefully pours into a snifter, swirls, and then inhales the aroma as he sits and awaits further statements.

As to 39RZ6, the International Community Entrance Bill, Iteration XIV, I vote PER. Since I was the author and sponsor, my reasons can best be found in the text of the bill itself.
As to 39RZ7, the Domesday Act, I vote PER. Since I was the author and sponsor, my reasons can best be found in the text of the bill itself. Again.
As to 39RZ8, the Musical Chairs Amendment, I vote PER. Senator Casalmac'h has recently made to this body an excellent point about growing seriousness that is not in keeping with Talossan tradition. Moreover, this specific practice of fractional allotments is well in keeping with the way things have done, and adding an additional random element has the double benefit of being interesting and solving a problem. I salute the GRUMP for this wise amendment.

My fellow countrymen! I just finished watching The Dark Knight and will be using my Harvey Two-Face Dent coin to determine my vote this evening.
39RZ6: CONTRÂ. Still. I know! I'm as surprised as you are!
39RZ7: CONTRÂ. Interesting decision...
39RZ8: CONTRÂ. Wait a minute! Does this thing have two sides, or the same side twice?!
Oh well, the coin has spoken. Maybe next time I'll find some percentile dice.

Looking out the window at a land which might just as well be Canada for all the snow, the Senator for Benito remembers a matter of importance, namely the necessity to vote, and so rises for that purpose.
39RZ6: CONTRÂ. If the time comes that we are a real nation and not just an internet forum, I might be willing to assent to such a bill. Until that time, however, I would rather us not make a laughing stock of our nation. Besides I do not agree with the idea of the UN. Not to mention the fact that there seems to be no concern for our beloved Pengopats.
39RZ7: ABSTAIN. I fail to be any more convinced that we should direct our energies here rather than elsewhere.
39RZ8: CONTRÂ. An amusing bill, but, as much as I like randomness, I think if we are to legislate fractional seats we ought to legislate fractional MCs as well.
