What exactly is the Talossan timezone to be compared to?
As I am in GMT+2 (at present 17:14),
what is the official time in Talossa?
When does the Cosa election officially end?

Talossan time is the same as Milwaukee time, which is the Central time zone in the U.S. or UTC-6 (GMT-6). It's presently 09:16 in Talossa. The election ends at 19:30 today, Talossan time.

I think we could ignore DST like Arizona does but that might lead to undue confusion.

I think we could ignore DST like Arizona does but that might lead to undue confusion. There is already confusion. the US has changed when we apply DST as of 2007, so we fall back later and jump ahead earlier. So, as of now, while it is usually a 6 hour difference between NY and Germany, it is only a five hour difference. For future reference, just google "time in Milwaukee" and it comes right up.
