There has been a violation of 36 RZ9 - The Ballot Security Act Specifically, "But if a ballot or vote not cast on Wittenberg does not contain the voter's correct PSC, the Chancery shall attempt by whatever means the Secretary of State deems necessary and sufficient to determine whether the vote is valid, and shall not count the vote unless its validity can be so established. The Chancery shall report to the Uppermost Cort, before the final results of the election shall be certified, regarding each such vote, the means used to determine its validity, and the conclusion reached. "
On or about the Sept 28th, 2008, I received an email supposedly from one Al Simmerman. This email contained a Ballot, that was supposedly filled out by S:reu Simmerman. Upon reading the email, I immediately noticed some glaring errors including, but not limited to, the lack of the PSC assigned to S:reu Simmerman.
I contacted Sir Fritz, to see if he could verify some information in the Email. Sir Fritz personally knows S:reu Simmerman. Sir Fritz contacted S:reu Simmerman, and was able to confirm that the email did not originate from S:reu Simmerman.
I therefore disregarded the Ballot. I have stored the Email in question both in my personal files, and in the Chancery Files. I have also forwarded the letter to King John. I will make the letter available for viewing for any Citizen of Kingdom, upon request.
As of this moment, I have not determined who was responsible for the fabrication.

Secretary Preston,
Thank you for this report. Unless and until S:reu Simmerman files a complaint alleging that his vote was not counted, your action appears to be undisputed and no Cort action is required at this time. However, we would encourage the Justice Ministry to coordinate with the Chancery to further investigate this matter with an aim to identify, if possible, the responsible party.
