WHEREAS King John I is awesome, and
WHEREAS he made a really good suggestion in the chatroom, and
WHEREAS I just really wanted to make a bill with this title, now
THEREFORE, we proclaim that: 1. An award be created called the "Umie" (after the Talossan word uma) to be given to non-Talossans who exhibit very Talossan behaviour. "Talossan" behaviour will be judged in three categories: -The significance of beer in the story. -The level of eccentricity of the story. -The likelihood that the King would do the same thing.
2. A committee of three people be appointed by the Minister of Culture every Cosa to distribute this award and notify the recipients. Each member of the committee gives a number from one to ten in each category and if the members' total score for that person is more than 45, the nominee wins the award.

This is pretty cool. Uma is defined as "Talossan enthusiast," and I assumed it referred the Talossan language, but maybe I'm wrong.
One addition to this bill that you consider is a requirement that recipients actually be notified of the award, to discourage making trivial awards as an empty gesture.

Specify terms further - and specify recipients further, also. Otherwise, hardly a bad idea, though one might debate whether or not we need this specific award etc etc.
