Governor Appoints a Constitutional Commission

[The Governor reads the following decree to the Nimlet.]

The Governor of Florencia does by these presents create and convene a Commission on the Constitution of Florencia Province, charged with

• studying the current constitution, promulgated 15 June 2002 by our provincial founder John Eiffler, and
  
• proposing amendments to address all those many parts of the Constitution (especially those concerning provincial elections) that have been countermanded by more recent amendments to the Organic Law of the Kingdom of Talossa, and
  
• recommending such amendments with an eye to allowing the province to take advantage of the Provincial Unshackling Act recently ratified as an amendment to the Organic Law of the Kingdom of Talossa, allowing the province to once again set its own rules and cycles for provincial elections, and
  
• forming such recommendations with emphasis on preserving the traditions of this province and the good order of the province through any changes, and
  
• recommending such amendments as would either support the current nature of the naming of Shepherds in the Nimlet by political party leaders based on support for these parties in the province, and the subsequent election of a Governor by the Nimlet members, or, alternatively, providing for a system of partisan or non-partisan individual candidacy for seats in the Nimlet and for the office of Governor, and
  
• especially should it be recommended that the calendar of elections to the Nimlet and any other offices of Florencia province be unbound from the elections to the Cosa of the Kingdom of Talossa (which are conducted by the Chancery in service to His Majesty the King), the Commission is charged with recommending such modifications to the Constitution as would make clear the responsibilities for the conduct of the provincial elections by provincial officials in service to the royally-appointed Cunstaval, and
  
• recommending modifications to the Constitution that would cause the document to reflect and support the Organic requirement and the current method of electing the Senator for Florencia Province during national elections conducted by His Majesty's Chancery, between every third and fourth Cosa term, alternately, and
  
• recommending such amendments to the Constitution as would provide for the expeditious appointment or election to replace any provincially elected official vacating his office for any reason, be it incapacity, death, resignation or removal, who shall serve out the elected term, and
  
• recommending any other amendments to the current Constitution that the Commission feels wise as regards the enumeration of powers of the Nimlet and Governor, specification of any role of the Cunstaval in the governmental procedures of the province, and any other provisions deemed prudent, and
  
• recommending to the Governor the method by which the proposed amendments are to be ratified if approved by the Nimlet, such that the said ratification would be done in accordance with any existing Constitutional provisions pertaining to such action.

The recommendations of this Commission are to be presented to the Governor, for referral to the Nimlet for action thereon.

The Governor indicates that at the time of this referral, some number of his block of a dozen seats in this Chamber will have been relinquished and reassigned to other Shepherds, to better promote debate on the proposals of the Commission.

The Governor hereby appoints Pastour Róibeard Laira as the sole initial member of the Commission on the Constitution of Florencia Province, and looks forward to the report of the Commission.

The Governor hereby appoints S:reu Ieremiac'h Ventrutx as the second member of the Commission on the Constitution of Florencia Province, and challenges the now two-member Commission to see if they can agree on anything.

The constitutional commission has begun meetings, and we've decided on a general framework by which we will approach the task at hand.

First, we have a few general principles that we want this process to achieve:

1) The Florencia constitution must be consistent with the Talossan organic law.
2) The overall structure of the Florencian government should resemble the Talossan national government with a head of state, head of government, legislative branch, and judicial branch.
3) The history and traditions of Florencia should be preserved.
4) The constitution should describe in detail how the business of government, such as holding elections, is to be carried out.
5) The process of developing recommendations should be an interactive one with input from all Florencian citizens.

Then, we are going to embark on a series of posts describing the current state of things and what options there are for change. These posts will most likely take the following progression:

1) Describing the requirements that the organic law places on provincial constitutions.
2) Describing the current Florencian constitution.
3) Giving options for the set of provincial offices and their assigned powers.
4) Giving options for methods of electing people to these offices.

Florencians are encouraged to respond to these posts with opinions on the options we give, or additional ideas. In the end, we expect to submit not a single recommended constitution, but rather a range of options form which the citizens of Florencia will choose by referrendum.

We look forward to this process of self-government, and eagerly anticipate a Florencia more majestic than ever before.
