Okay, in looking at the Constitution, one (of many) things leaps out at me. The Constitution seems to call for a plebescite to elect a Governor. Lord Q, you were (because it was the understanding of the Nimlet) elected to your office by a vote only of the Nimlet, not of the populace of the province.
I humbly suggest that this portion of the Constitution be changed, such that the election of the Premier (called in our province the Governor) be brought in line with the election of the similar official in the other six provinces. That is, the Governor should be elected by the members of the Nimlet at the beginning of each session, and shall serve until the end of the session or his death or resignation, at which time the Nimlet, once seated, shall elect a successor.

A question here:
In the election of Lord Q as the current Florencian Premier, was there ANY plebiscitary electing done? At all? I don't think the plebians of Florencia have any issue with the Nimlet's choice of Premier--Lord Q seems to be doing a spiffy job, top hole, Florencia's quite the most flowery place I've never physically visited--but if there was no plebiscitary election held, then ought not we, before changing the Florencian Consitution, to hold a referendum or something to make sure the Florencian plebes are alright with the Nimlet's election? Or at least a poll.
Seems like a plausibly swell idea, aside from that.

It may be that the votes of the Nimlet actually formed enough of a majority of the full provincial population that his election was assured anyway. We should check. But yes, if not, we should dot the t's and cross the i's by asking the general populace to acclaim him somehow.

Well, a whole chunk of us live here in Colorado. What if us Coloradans gathered somewhere and got up a conference call with the out of Colorado Florencians and all yelled at Lord Q for a while in inebriated voices that he was the most premere Premier we've ever seen in Florencia...until, of course, we forget what we're talking about. Impromptu referendum, we could call it, then go out and drink currency (not me, of course).
Or there's the Florencian Yahoo group. Or why not just start a poll on this board, here? And for the non-internet inclined, we have a SecState who is also Florencian!
When in doubt, delegate! That's my motto.

It says in section XII that "the Nimlet shall be composed of all people who have full Talossan citizenship that are assigned to Florencia Province in accordance with the immigration laws of the Kingdom of Talossa. Each citizen shall have a voice in this body as long as they are citizens of the province..." That seems to me to take care of that problem. But of course there could be something I'm missing.

The OrgLaw changed that a while back. Now, all provincial legislatures are allotted however many seats according to provincial representation in national elections. Don't quite remember now why we did that....
The Florencian Constitution was last updated in 2000, fyi. That's another reason why we need to take a look at it and see how it needs to be revised.
