I don't really understand the point of asking the question then, if it is already the case. There is precedent for a provincial court - Cezembre has one. However, that power is invested in the Uppermost Cort until Cezembre can elect/appoint its own. Vuode has the population base to warrant its own, but why it would need one, I do not know. If it's for a check system, I'd rather see a national appeals court instead. To me, this will be a very important debate, unlike Ron, I think that this should be debated at length before proposing any legislation and as with Q. I think that provincial courts would be unnecessary, but I definately see the needs to discuss the Cort situation. From the time I began my involvement with Talossa, the Cort has had plenty of criticism. I believe that major reform is needed. Among the things I believe should be debated are: - Nomination, qualification and term of office of Cort Justices. - An appeal, or review system. - Clear procedures respecting the Cort procedings. - A new office "Clerk of the Cort" who would not be a Justice, but would manage the affairs of the Cort and be responsible to keep the Cort's record.
