These are very interesting questions as they are the essence of why we are here today. I will venture to answer them as best I can.
First off, my idea for a best type of government is a more democratic system rather than a more republic-oriented system. However, it is understood that it's hard enough to get people involved in provincial governments at all. Therefore, I will give in to a much more republic oriented system.
Next, we come to the question of how the powers should be divided up. I believe that there should be three branches of government. The Legislative, the Judicial, and the Executive. The Legislative would consist of a council of three premiers. These premiers would be elected by the States-General (Which would dissolve after this election) and must contain members from three different parties (provided that there are three parties). These premiers would from a council which would be titled "The Council of Dun Cestour." (After the canton). These premiers would draft all the laws. The Cunstaval acts as the executive branch and may veto these laws, and a panel of three judges would decide whether these laws are constitutional or not.
Finally, I think it is imperative that we decide upon the symbols of our province with all speed. For, how can our premiers wrap themselves in flags and make impassioned speeches, if there are no flags?

Gavárþic'h Hear, hear....huzza...symbols are everything...and I'm getting cold....i need more flags to wrap around me other than the national flag to keep myself warm....

The Chair asks all assembled to consider two things: 1. This province does currently have a flag. Those wishing to wrap themselves in it are encouraged to do so. 2. Gavárþic'h's demand that we move with "all speed" suggests that the Estats General should change and change again for the sake of change. The Chair notes that we have no mandated timetable nor have we a deadline. The Chair asks the members assembled to consider the import of what we are doing. Further, the Chair suggests that this body move forward with deliberation and consensus, not just move forward to mollify those with an overwhelming desire to rush to judgment.
