If we really have to remind him to check and do he job he was appointed to do, is it important he is part of the process? And was this the correct choice by the DPDPDPDPDPDPD?

May I refer to one of Roberts Rules of Order?
EDIT: Basically since he's silent even though we "dropped him a line" he consents to everything the majority rules... so we'll just count his vote with the majority... every time

*nods to Sir Trotxâ Betiñéir and to the convention, on his desk to the left there seems to be some sought of container, a close look revealing it to be his cherished flask. Taking a quick chug of whatever may be in there, he clears his throats and begins to address the Convention*
My fellow Vuodians. Many of you know that we are here to prevent a crisis from occurring in our fair province. Recently, the power of the provinces have been great expanded with the passing of the Provincial Unshackling Act, a rather glorious day that all Talossans should celebrate! Throughout the history of our fair province, we have always been on the forefront of Talossan politics, always changing as the citizens of our province sees necessary, or even, not changing. But there is an undeniable truth to the statement that Vuode is a pearl of a province and is a fundamental part of our great nation.
Moving on, the time, once again, has come for us to reestablish our government; the time has come for us to draft a constitution that we, the citizens of the Great Province of Vuode may be proud of; the time has come to set Vuode on a path for the greatness she deserves; that time is now. I strongly urge my fellow members of this assembly to take their responsibility serious, for it is not every day that we are apart of living history! This is not a responsibility one should take lightly. So I make a plea that everyone is active and respectful. Many of you know, and this bears repeating, we have an elected Premier of our convention, who is educated, wise, tolerant, patient, and an asset to our province, moreover, he has set forth rules. It is our responsibility now to abide by them. So I implore all of us take note.
Moving on, to now get things going, we have a long process ahead of us, but it is a necessary process if we wish to see Vuode, once again, take the front seat in provincial politics. Here is what must be decided:
1. What kind of government is best for Vuode? 2. How should the powers of government be divided up?
I believe, to move forward on decisions of checks and balances, various branches of government and the like, these two questions must first be addressed. So now I sit and eagerly await the answers of my fellow convention delegates.
*Wiping the beads of sweat from his brow with a napkin, V sits back at his desk, taking another chug of whatever is in the flask, and attentively listens.*

EDIT: When offering a rebuttal/answer is it necessary to ask for the floor?
