1. Üc Tärfâ, Dude de Cézembre of the Republic, to address the forum. 2. Determination of the scheduled meeting times for the États de Cézembre for the calendar year 2006. 3. Constitutional and legal matters. Proposed legislation. 4. Discussion and approval of items related to www.cezembre.org5. Determination if the Cunstaváis should hold or transfer the one seat in États de Cézembre to another person. 6. Determination of proxy acceptance and voting by the party of record for seatholders on long term military duties. 7. Other provincial affairs, including but not limited to directions for establishing proper meeting locations for the assembly and of entitlements of lands for the various officials of the province as well as organizations operating within same. 7. Creation of working groups to implement policy (diplomatic relationship with Republican Cézembre, content and design for cezembre.org, etc) The session will officially last for the whole of this week, after which I intend to provide a report containing a summary of deliberations and outlining the decisions reached and an action plan as to how these are going to be brought forward. This is the final agenda, but our flexibility is legendary and any new issues raised during the week of deliberations will also be considered for discussion.

I don't mean to interfere with Cézembrian business, but I don't think it's Organic for individual Provinces to conduct "diplomatic" business. All official correspondence with foreign countries — i.e. "diplomacy" — is reserved to the Foreign Minister (and of course the Prime Minister).
Just, I hope, a word to the wise.

My congratulations to Joseph, he is indeed right. Its not 7 that comes after 7, it is 8. Thank you.
To Sir John Woolley: My apologies for any misunderstanding, the word diplomacy in relation to provincial affairs is wrong. What I meant to say was participation in common endeavours. The Kingdom of Talossa's diplomatic activity is carried out and co-ordinated solely by the central government, our foreign minister and Talossa's ambassadors around the world. Again, my sincere apologies for the mistake.

As of early on 26 May, there have only been two agenda threads started, and only one of those has been seconded. The other, which proposes to set the timeframe for debate, has not and perhaps will fail for lack of a second, but awaits friendly amendments. I would suggest that when we do set the timeframes for meeting and if items are not taken up within that time, that they would then roll over to future sessions as "old business" until they are brought up by agenda item thread and when that happens, if they die without a second, then they will be removed from the docket, or if they are seconded, that debate will insue, and a vote taken. Thus, to provide time for debate, a cutoff time for placing a thread and for seconding must be put in place, perhaps halfway through whatever session length we decide upon, with some minimum number days for debate and voting. It would be appropriate for each seatholder to have one "special" thread setting opportunity with each session, such that they could make a motion to extend debate, or to bring up a last minute item, but that this should be limited so that items that are percolating (such as in the hopper for the Ziu) can do just that and be brought up in future sessions.
