Talossan Statutory Law 36RZ2 mandates that
Section 1. The Royal Treasury.
The funds in His Majesty's Royal Treasury currently are in the hands of two royal officers and one governmental officer.
A. Basis of Currency. The Ministry reports that it hereby approves the recommendation of the Royal Treasury Reserve Board made November 2007 that:
B. Coinage and Postage. The Royal Treasury Reserve Board, acting within the Royal Bank & Post is at the time of this report still finalising plans for minting and printing the coinage and postage for the realm. The section of this report indicating the proposed amount of currency and postage to be created and made available by the Bank & Post is therefore delayed pending the finalisation of the work of the Board.
C. Economic Policy of the Chairman. The Finance Minister, acting in his capacity as Chairman of the Royal Bank & Post, reports that at present, there is no investment plan or strategy in place or proposed that would be followed to administer any royal funds that may be set aside for this purpose by legislation. The Ministry reports that it stands ready to determine and implement such a deposit and investment plan, to be followed for the protection and growth of His Majesty's treasury, but that it deems it wise to delay any such determination until the funds composing the Royal Treasury can be properly collected and deposited by His Majesty's Burgermeister of Inland Revenue.
The Ministry and the government call upon His Majesty to advise the government as to what it is hoped will be the prompt readiness of the Burgermeister (and/or any royally appointed deputies in the Royal Treasury) to maintain, manage, and report on the fiscal resources of the nation.
This report was officially issued by the Finance Ministry on February 21, 2008, and as submitted to the Prime Ministry over the signature of the Right Honourable Xhorxh Asmour, Finance Minister.
The Seneschal received this report from the Ministry on that date, and reports to the Ziu that his government will take this report into consideration and submit a budget bill for the consideration of the Ziu in the April Clark. This budget will request appropriation from the royal funds for governmental projects foreseen in this Cosa, which include the purchase of a sponsorship decal for the space vehicle being adopted by our nation, the provision of royal funds in hopes of offsetting private expenses that will be necessary to implement the coinage and postage project of the Finance Ministry, the possible purchase (pending approval by this body and the assent of the King) of some shiny objects, and an allocation of the remaining funds for deposit and investment.

Section 1. The Royal Treasury.
The funds in His Majesty's Royal Treasury currently are in the hands of two royal officers and one governmental officer.
- Allen Simmerman, who holds the office of His Majesty's Burgermeister of Inland Revenue, the office to which all funds would be properly deposited, has been unavailable for some time. No report as to the amount of the funds in the hands of the Burgermeister has been obtained. It is the understanding of the Minister of Finance that the Burgermeister holds funds delivered to him by the various political parties when registering for elections to the 35th, 36th, and 37th Cosas.
- S:reu Simmerman being unavailable, His Majesty has authorised the Chancery to collect party registration fees until the situation with the Burgermeister is changed. Accordingly, Secretary of State Mick Preston holds funds in the amount of 66 louise, 40 bence (ℓ66¤40, being $100US), representing receipt of the statutory fees of the five extant political parties submitted in registration for the elections to the 38th Cosa.
- For the government, the Seneschal has authorised the Minister of Stuff and the Minister of Finance to hold funds pending deposit into the Royal Treasury until such time as office of Burgermeister (Royal Treasurer) is prepared to accept and deposit such funds into the treasury. The government reports as follows:
- The Ministry of Finance holds no funds, as the Royal Bank & Post has not yet commenced the sales of Talossan coinage and postage.
- The Ministry of Stuff holds funds in the amount of ℓ206¤56 ($310.41US), which consists of ℓ205 ($307.51US) dedicated to the national sponsorship of the space vehicle the Laramie Rose, and a whopping ℓ1¤56 ($2.90US) which represents profits of sales through the fledgling TalossaWare Website.
