THE ATHOS, PORTHOS AND ARAMIS ACT
WHEREAS since the passage of 35 RZ2 - The Wittenberg is for Talossans Act, Talossa has been extraordinarily generous with offering visitors access to the Kingdom’s public web forum Wittenberg (hereafter Witt); and
WHEREAS goodwill is one of the most valuable gifts the Kingdom can offer its citizens;
WHEREAS goodwill is incorporated into Wittiquette Rules 1 through 4; and
WHEREAS in the recent past too many louts, jerks, oafs, thugs, curmudgeons and downright hostile visitors have used Witt to abuse the goodwill of our Kingdom’s loyal citizens, making their lives miserable; and
WHEREAS the citizens of the Talossa deserve better than this; and
WHEREAS the time has come to put together a structure to deal with these problems; and
WHEREAS one of our major commandments is “Wittiquette Rule 7: Avoid the wrath of IM.”; and
WHEREAS there is a chance that IM might mellow with age, and we must prepare for that eventuality, no matter how remote; and
WHEREAS the language about visitors names in 35 PD2 "Identifying Non-Citizen Forum Participants" is vague, saying only, “other such language, at the determination of the forum administrator as he or she determines appropriate.” This vague language should be more clear; and
WHEREAS the knights and nobles of the Kingdom currently have a pretty sparse job description, and they need something to do; and
WHEREAS Les Trois Mousquetaires by Alexandre Dumas, père is a great book which models how chivalrous worthies in the service of the King protect that King, his Queen and both noble and base citizens from the wicked acts of those holding allegiance to someone other than that King; * and
WHEREAS we could learn something from Dumas; and
WHEREAS three is a magic number, yes it is, it's a magic number. Somewhere in the ancient, mystic trinity, you get three as a magic number. The past and the present and the future; Faith and Hope and Charity; the heart and the brain and the body all give you three as a magic number; ** and
WHEREAS three shalt be the number thou shalt count, and the number of the counting shall be three. Four shalt thou not count, neither count thou two, excepting that thou then proceed to three. Five is right out. ***
THEREFORE; for the protection of the citizens of the Kingdom, and for the stability of Witt, the Ziu adopts the following law detailing the expectations for visitors to the Kingdom and regulating the censure of those visitors when needed.
PART UN:
Non-citizens granted access to Witt will be reminded that access is a privilege, not a right. All visitors are encouraged to be polite, and mandated to leave behind the rude manners and bad habits they may have learned in other venues. The Rules of Wittiquette have been posted, and visitors are expected to know them and abide by them.
PART DEUX:
1. All non-citizen participants of the Internet forums of the Kingdom of Talossa will continue to be identified by a specific avatar graphic, specifically an image indicating a passport for invited guests, and indicating a visa for prospective citizens.
2. While visitors may choose to use a Talossan name that has been made public at another Internet location, visitors may not spoof or adopt different identities, including displaying false arms, fake honorifics or presumptive titles; or falsifying name, location, or gender. To prevent the latter, Witt personas must accurately reflect the genetic makeup of the visitor. Locations listed for visitors must be actual physical locations.
PART TROIX:
1. Action: Any three citizens of the Kingdom belonging to the jurata ad arma **** can together issue a Writ of Censure for any non-citizen. A Writ of Censure requires that the Witt administrator suspend the named visitor. No one can issue a Writ of Censure against a citizen.
2. Selection: As part of their duties connected to their job or role in the Kingdom, citizens in the following roles are automatically drafted into the jurata ad arma when accepting their position from the King:
- Any Cunstavál
- The Admiral of the Navy
- The Captain of the Guard
- Any noble (Duke, Count or Baron)
- Any knight
Hereafter, these citizens shall be called worthies. Any worthies serving the King at the time this act is adopted shall automatically become part of the jurata ad arma. Worthies who no longer serve the King in one of these capacities lose their membership in the “jurata ad arma”.
3. Duration: the visitor will suffer a three week suspension for their first Writ of Censure, and a three month suspension for their second Writ of Censure. On the third Writ of Censure, the visitor’s account will be canceled.
4. Deletion: At the discretion of the requesting worthies, all or some of the postings made by a visitor under a Writ of Censure may be deleted.
5. Nullification: The sovereign has three days to overturn a Writ of Censure before it becomes permanent. During this three day period, the visitor will not be allowed to post on Witt. No postings will be deleted until this three day period has passed, or unless the sovereign gives public assent before the deadline.
6. Limitation: No worthy of the Kingdom may request more than three Writs of Censure in a three month period.
IN CONCLUSION, “All for one Talossa, and one for all citizens”.

The personal copy of this book owned by the author of this act was awarded as a prize for winning a fencing championship. Note that the fate of the mysterious Milady de Winter in the book is not to be wished on our own well-beloved Citizen de Winter.

**** jurata ad arma, n - an armed body of men at the disposal of the King for the purposes of keeping the peace. In English Common Law, it can be traced back to the Assize of Arms (1181). The role of the jurata ad arma was further cemented with the passage of the Statute of Winchester (13 Edw. 1, stat. 2, c.4 (1285)), a section of which called for the jurata ad arma to respond to the “hue and cry” for the pursuit of malefactors and peacekeeping. The term comes from Medieval Latin jurata "an oath, an inquest," the feminine past participle of Latin jurare "to swear."
