Before I answer that, I need clarification.
Isn't there a clause in the OrgLaw that states that provinces are not entitled to protection under the OrgLaw unless they have 5 citizens or a certain percentage of the population?
I could be wrong, or misinterpreting it.

Marc or someone interested in the OrgLaw would have to answer that. I only look at the law for specific issues.
I know that Coop researched this in-depth and found that all provinces are afforded the right to be "Self-governing and Autonomous."- something that I feel is a good thing for a functioning province. Vuode Province immediately comes to mind as it has a newly adopted constitution and laws.
I put it into the form of a poll question as a feeler for the Provincial Cort legislation I am submitting to the Cosa this session.

The applicable articles are:
Art. XVII:Sec. 4. Territories are Cantons (or groups thereof) which are not self-governing. They are administered by Governors appointed by the King on the advice of the Seneschál and subject to laws of the Ziu;. Pengöpäts Antarctic Territory forms an exception to this rule (see Sec. 11, below).
Art. XVII:Sec. 5. Provinces are Cantons (or groups thereof) which are self-governing and autonomous. They are administered by constitutional governments elected democratically within the Province. Provincial borders may only be changed by the Ziu with the consent of the Province or Provinces in question.

I don't really understand the point of asking the question then, if it is already the case.
There is precedent for a provincial court - Cezembre has one. However, that power is invested in the Uppermost Cort until Cezembre can elect/appoint its own.
Vuode has the population base to warrant its own, but why it would need one, I do not know. If it's for a check system, I'd rather see a national appeals court instead.
