...and the reaction of all poor Mussolinians to this should be to go recruit new Talossans who live in their area. Provinces shrink only when they don't grow.

Provinces shrink only when they don't grow. Very true. Inactivity and apathy is also when they shrink. No worries! Us Mussolinians are trying to address this and hopefully we can get back in the game!

I do question whether or not a citizen who has just been approved full understands the complexity of talossan politics enough, or a citizen that has been here for a meager 3 months, to cast a vote that is truly what is best or Talossa. If I may meekly ask, how and why this would be important?

While I am not the author of the statement, I think what might be able to give a view on why it was said. Some have suggested that there is a concern that some votes were might be cast because of popularity of the members of a party, as opposed to the subject of the issue.
If I might liken it to a College Fraternity system ,where a new lad goes through a Rush week. And that Pledge picks a Frat by who has the best party, not by what each Frat stands for.
And, to make it even more ...uh...grevious- That New Pledge is then asked to vote on University Policy the very next week (or even that week) and all he has to go by is his fellow Frat Brother's views.
================================
Or, I might be wrong.

Well, I don't know about frat parties, the RUMP is the best party in Talossa. I think everyone can agree with that. :-)

I was not a member of a frat in college but I went to a....few. I must say I liked them. I will use this opportunity to thank those that have voted for the LRT and I want to recognize the renaissance that is apparently underway in Mussolini.
A hearty huzzah!

I think that you might be correct in that view, and two points immediately leap to mind: 1. isn't that how most things work? (fortunately or unfortunately?) That's what happened in my illustrious past, I vaulted early to be the PM and then wasn't able to follow through (family building took precedence). But at least I didn't make it boring. 2. I forget the second point... Thanks for helping me understand. I always need that. I'm slow on the uptake and an old fogey...and I'm not even a boomer (missed that by 2 years). Gosh I ramble...

That is probably how things work.
And, I imagine that every time it does, those that have been around for awhile grump and gripe about the "New Kids not understanding" too.

One is reminded stongly that democracy is the right of the stupid to vote for the preening - and the fact, that's still fairer than an oligarchy or meritocracy or whatnot.

That is probably how things work. And, I imagine that every time it does, those that have been around for awhile grump and gripe about the "New Kids not understanding" too. Not trying to be a smart ass, but I know I'm included among the "New Kids." But since the voting age in Talossa is 15, shouldn't the "New Kid's" views be embraced and debated on because we represent, albeit a small portion, of the Talossan voting body. If this is truely representative, the "New Kid's" views should be at least listened to. Compare it to a minor party in the US political system, while we might not have the best ideas, we have ideas that can be embraced (or mutilated, burned, destroyed, etc.) by the "Old People" to make small adjustments to legislation that makes the legislation even better. For example, say there wasn't a Green Party. Would the Republicans and Democrats spend as much time debating about CO2 emmisions and global warming? It's these small things the "New Kids" can bring to the table. I would like to say I'm not one of those crazy "New Kids." At the risk of being misinterpreted, I'll still say, I don't want to be one of the "New Kids" who will have to put an apology in his signature for being to radical to fast before assimilating into Talossa succesfully. All in all, I just ask everybody "New Kids" and "Old People" included to listen to the views of everybody peacefully even if you don't personally agree with somebody's views. Politicians of other countries can't name call and be overly frusterated because they're in the spot light. If the Witt is the spotlight of Talossa, it's shining on all of us. Us "New Kids" just need a while to adjust our eyes.

And I do actually believe that everyone has a right to express their opinion, and can lobby for change.
I am still a "New Kid", compared to many here.
And trust me, King John routinely calls me into his office, to tell me that I'm a bone head, and can't do something.

Only four days left... I am ardently watching the numbers now. S:reu Holmes has been holding steady with 100% of the vote for his seat, but you never know what might happen in an election month!

Something pretty fishy would have to happen for him to lose, since he has 9 votes now and there are only 5 living voters in Atatürk who have not yet cast votes for Senäts.
