Call for bills - 54th Cosa, 2nd Clark - February 2020

It is my pleasure to open call for bills of the February 2020 Clark.

Eventually, the clark can be viewed in real time here:

It is NOT too late to submit bills, of course, as you have OFFICIALLY until the morning of the 31th of this month, provided your bills have been in the Hopper before end of business day the 26th, of course. I will make the Clark on February 1st's morning and bills submitted up to a few hours before that will probably also be taken.

PLEASE note that in order to support a bill, you need to:

1 ) Be a Senator, the Secretary of State or the King
or
2 ) Have been nominated as a Cosa Member for the upcoming Clark BEFORE the 26th,

To vote on the Clark, you will have 3 options:

1 ) You will be able to vote in the Clark thread (which will be created later on the 1st of January), or in a separate Senate voting thread, as usual. I will enter your votes in the DB.

2 ) You will be able to vote directly in the database, using your usernumber and DB password (which you can retrieve at: www.talossa.ca/files/login.php using the PSC of the election) or by login via Facebook (which requires manual activation on my part).

3 ) Votes cast on the Senate/Cosa boards on new Witt will also be counted.

That Viteu Marcianüs be appointed to the Cort Pü Inalt, in accordance with Organic Law XVI.4.

Can you put that in a bill, put that bill in the hopper and then clark that using your Seneschalpowers? That way I can accept it.

There is nothing in the Organic Law or El Lexhatx that says that a UC nomination has to be in the form of a bill, is there? Or anything that says that the Clark can only include bills?

I'm not refusing to do as you suggest, I'm just looking for the legal authority to say that it's necessary.

Hmm, from my reading of article IX the clark is supposed to be a collection of bills, though based on XVI 4 I guess you're right that the Ziu could decide to vote on it regardless. Only if thats what you want then maybe the best way to do it is have the tuischach and the mencei organise the vote.

Good point, doing it that way would take longer (and the King hasn't gotten around to formally naming Breneir Itravilatx as Túischac'h yet)

I hereby request that this bill be Clarked under the provisions of OrgLaw IX.4
