I had hoped to have separate more official-ish documents with separate wittiquette and moderation guide proposals, but sadly what I do have is an overview of ideas that I have been working on together with Lüc. Anyway, this should give some impression of the direction we want to go with regards to moderating witt. None of it is official yet, so comments and feedback are very welcome:

Ideally should be split between
citizens who have access to everything
citizens who are banned from everything but the courtroom
Ziu members who are banned from everything but the Ziu building+ courtroom
and citizens who have lost access to one or more specific fora
User privilege tiers

Appointed by the SoS/main admin. Should be able to modify everything and ban users.
There should be able to be some review system (board of admins?) for official warnings, edits and bans, but admin should be able to act directly in some cases with review following later
3a. Ziu/CpI admins
Appointed by whatever structure is in place by the Ziu/CpI. Ideally should only be able to remove users from the Ziu/CpI premises, but I’m not sure that’s possible
3b. Immigration
Should be able to modify profiles, but ideally only edit within the immigration boards
3c. Forum moderators.
For forums used by a specific office. Should be able to moderate post of certain boards in accordance with the rules of those boards. This does not rule out admins from moderating that board.
There should be separate documents containing a code of conduct (with a section for rules that apply everywhere, rules that apply everywhere except not necessarily in the Ziu and general advice that is not necessarily a rule.) and rules/policies for forum admin.
Edit policy
Things that should always be edited:
-Personal information posted without consent (including non-Talossan names, in which case, replace with non-Talossan name)
-Malware/suspicious links
-Obvious scams
-Libel/slander ONLY when it concerns unsubstantiated claims that potentially have a major effect on someones reputation outside wittenberg (e.g. such and such is a pedophile or similar) . In other cases, wait for the courts first (admins are not fact-checkers)
-Anything posted in direct violation of a court order, or edits that are ordered by the court
-Hardcore pornography, extreme violence etc
-Revenge porn or any photo/video material that is meant to maliciously personally humiliate people.
-Incitement of violence
-Flashy gifs that may invoke epileptic seizures
Things that can also be edited:
* = in the Ziu/CpI leave up to local admin
-Incomplete/out of date posts with a public function *
-Things posted in the wrong board (for boards with a separate moderator, upon request) *
-Discriminatory slurs (preferably move to chatroom and wait for review/punitive action to be taken first)*
-Disruptive posting*:
x Repeated and excessive use of capitalisation, very large images, files, bright flashy colours and objects, moving stuff outside the chatroom (move to chatroom)
x Repeated and excessive use of swearwords (only if people are really bothered by it)
x Repeated excessive posting in general
-Nudity/mild violence (when it doesn’t serve an obvious artistic/informative purpose, consider that 14 year olds are using the forum, but also consider that people can see whatever they want on the internet anyway)*
-Unlicensed use of copyrighted material
Anytime an edit needs to be made (other than updating old posts) gently inform poster about the rules
Ban policy
Things that may result in an instaban:
-Malware/Infected links, if obviously intentional
-Obvious scams, if obviously intentional
-Hardcore pornography, extreme violence, etc, depending on seriousness and intent
-Revenge porn or any photo/video material that is meant to maliciously personally humiliate people.
-Incitement of violence, depending on seriousness and intent
-Discrimatory slurs, only the worst examples , depending on seriousness and intent
Things that should only result in a ban after a warning
-Mild or unintentional versions of anything listed above
-Repeated verbal abuse
-Personal information posted without consent (including talossan names)
-Posting unsubstantiated claims that potentially have a major effect on someones reputation outside wittenberg (e.g. such and such is a pedophile or similar) .
Things that should generally result in a warning only after repeated violations and only in a ban after repeated warnings (Normally leave up to Ziu/CpI admins if it happens there)
-Anything that requires an edit and isn’t listed in the above two sections
-Obvious and repeated trolling (i.e. posting things with the sole intention of triggering other users.
-Disruptive posting (See things that can also be edited)
Ban options on witt: You can ban by IP, hostname, email or username. Bans are for login, posting, registering (all partials) or full. Bans can last indefinitely or for a set number of days. You can show ban reasons to the banned member.
Bans are never longer than one day but can be extended by the courts or after post ban recidivism
Bans for Ziu members do not automatically apply in the Ziu boards, but the Ziu can ban members from the Ziu boards in accordance with its own rules. Also exceptions can be made if the Ziu does not intervene when banned members use their sole Ziu posting rights to post in ways that always require edits
On second thought:
- The first, second and third ban (by the admins) can not be longer than 24 hours
- Repeated offenses after a third consecutive ban can result in a longer ban but never longer than a week, unless ordered by the courts
- 24 hour ban means ban from the entire forum, unless the citizen has urgent business in the courts, in which case a ban can be converted to enabling the account, but changing the group from citizen to court only
- In the case of MZs a ban means changing the group from citizen to Ziu only, unless the MZ has urgent business in the courts in which case a ban can be converted to Ziu+ Court only
- The CpI can change Citizen to General+Ziu only, General + court only to general only, Ziu + court only to Ziu Only and court only to no group in accordance with its own rules
- The Ziu can change Citizen to General+court only, General + Ziu only to General only, Ziu + court only to court only and Ziu only to no group in accordance with its own rules
- Admins/moderators when banned lose all administrator priviliges for the time being. This also goes for Ziu/Court bans.
- This requires the following 7 groups (apart from groups with admin priviliges): citizen (full access), General + Court only, General only, General + Ziu only, Ziu only, Court only, Court + Ziu only
- Things that should always be edited should also be edited in the Ziu/Court boards IF the Ziu/Court does not take action itself
- If an MZ is banned from the general boards and then posts things that should always be edited in the Ziu or CpI and the Ziu and CpI does not take action than moderators may decide to give forum wide bans. However this should always be a decision of the admin board.
- Any ban is always subject to immediate review by the admin board (which should decide within the 24 hours of the ban whether the ban was appropriate
- Edits other than updating threads with a public function or moving threads to the appropriate place should be logged/reported to the admin board in some fashion
- Any individual admin can make edits/bans first and only be subject to the above two rules after.
There needs to be a separate discussion about the hopper, which should maybe be defined as the list of bills that can be submitted to a clark rather than the discussion forum itself.
