RZ1-Austaneu RZ2-Contra I think that this limitation firstly, places way to much power in the hands of the Secretary of State. If the SoS is to simply use their discretion that a bill has been "substantially amended," this takes important legislative discretion away from the actual legislator. After all, am I not the better judge of what is a substantial change to my legislation? And if we are to make the argument that the legislator simply then must defend their changes to the Secretary of State, why insert the additional step of the matter?
RZ3-Contra There is a great deal of talk about a person's application being "Blocked." But it was in no such way. The individual in question simply did not wish to bear the greater scrutiny that the Ziu would have put their application to. Changing the threshold to an absolute majority takes this additional scrutiny and turns it into an outright block (ie, if they muster enough votes for scrutiny, they have enough votes to simply shut it down in the Ziu). In some ways, this bill strengthens the problem that it seeks to prevent.
RZ4-Contra Given the casual nature of many citizenship applications, I cannot help but feel that this could have a chilling effect. Further, I am not confident in the State's ability to safeguard this information in a proper way. Given the Peculiarity of Talossa's situation, this is an unnecessary intrusion.
VOC-Uc Though I am wary of any opposition that is too chummy with its government, I also feel that the first Clark is hardly enough time to manage an educated Vote of Confidence. Not enough time has passed for the govt. to get things rolling.

Audrada Rôibeardét, it appears clark emails to you arent being delivered. Perhaps I have the wrong email address, in which case, could you send me a pm with the email you prefer to use for chancery email? (Either way consider this a reminder that today is the last day for voting on the clark.)
