Regarding 53RZ24, the Efficient Justice Bill, I draw the attention of the Ziu to two of its provisions:and The interaction between these renders the Bill inOrganic, and possibly very unwise to boot.
If section 13.4 is to be interpreted as meaning anything at all (besides a simple aspiration "Gee, it'd be nice if the Justices knew some law"), it has to be interpreted as a restriction either on who may be *appointed* to the Cort, or on who, once appointed, can go on serving.
Now there's no way a statute can limit the Organic prerogative of the Cosa to nominate or approve anyone they want to. So the restriction *can't* be a restriction on the election. Any member of the Ziu nominates, two-thirds of the Cosa and a majority of the Senate approve, and at this point it can't *matter* whether the Ministry of Justice is satisfied with the nominee's knowledge of law. He's been elected; he'll be appointed. So says the OrgLaw.
BUT, there's another way this pernicious provision could come into effect — or at least that someone could *argue* that it had come into effect. The Ministry of Justice could announce that it is not "satisfied" that some particular *sitting* Justice has sufficient knowledge that he could be appointed a JP. And at that point, this law would *seem* to say that the Justice can no longer serve on the Uppermost Cort; which would violate OrgLaw XVI.1 as to how Justices can be removed from office.
In short 13.4 is one of three things — either it's meaningless, or it's an inOrganic limitation on the Ziu's right to appoint Justices, or it's an inOrganic means by which a Justice might be ousted.
13.4 should be deleted (at which point I'd be happy to sign this Bill), or reworded in some harmless way. Meanwhile,

After discussions with the other Cosa parties, it is clear that there is no 2/3 majority to override this Royal veto.
Therefore I will re-submit the Efficient Justice Bill to the next Clark with section 13.4 removed.
