New Mençei; adoption of two Rules

Esteemed colleagues, I would like to first of all notice the adoption by the Senate of Rule 1 and 2 by a vote of 4 to 0.

As the position of Mençei is now open, we will coincidentally use Rule 2 immediately to select a new Lord President. As per Rule 2.3,

The Acting Mençei shall allow for nominations to be lodged for a period of at least a week from the beginning of a term.
Should a Senator receive nominations from a majority of Senators, the nomination period shall end and the Senator be considered duly elected; otherwise, a ballot shall be held using Instant Runoff Voting.
Seniority shall resolve any ties that may occur during any stage of elimination.

Rule 2 uses two concepts that haven't been passed by the full Senate yet: the Acting Mençei and seniority. I propose that, for this election only:

• we act by unanimous consent and say that the nomination period ends on November 30th, unless there are objections;
  
• we waive the tiebreaker provision, unless there are objections.
  

I note that Senator Valcadac'h has already endorsed me (link) and I accept the nomination, so that's two nominations for Senator da Schir. If two more are received (three if Florencia gets a Senator on time), a ballot will not be held.

By my count, that's a majority of sitting Senators in favour of the nomination.

No harm in leaving the nomination process open until the deadline though, just in case we finally get an eighth senator.

Fellow senators, as the deadline for has arrived without the eighth seat being filled, a majority of the Senate has submitted nominations for Senator da Schir to take the chair as Mençei. Therefore, as per Rule 2, a ballot is not necessary and Lüc da Schir is considered duly elected Mençei dal Senäts.
