Request for Arbitration

I wish to request that a justice privately arbitrate a dispute over a Lex.D.8 request for disclosure of information. The Government has denied my request, and I wish to exercise my rights under Lex.D.8.3.4 to have a justice arbitrate the matter. I also wish for these proceedings to be conducted in private, since they involve forthcoming newspaper stories and premature disclosure would harm these efforts.
