I was planning on doing a countdown thread of the biggest election earthquakes in Talossan History, but I'm immediatly faced with a problem. During one of the elections that -spoiler alert- I originally planned as one of the most boring, both the database and the 2008 edition of Ár Päts agree on the number of voters (15) and the number of votes for the AP and PdM. However, according to the database the remaining votes all went to the PC for a total of 160 seats, whereas in Ár Päts Danihel Laurieirs Vaccilation Party wins 40 seats (presumably that is 3 votes) and the PC only wins 120 (9 votes?)
Who is right? and why?

Well, I doubt anyone would know from firsthand information anymore, maybe GV has other sources in the archives.
That said if no other source is found I would tend to give credit to Ar Pats due to its historical significance.

I tend to agree. Obviously Ár Päts is written very much from a single perspective and I'm pretty sure there's mistakes in there, including stuff relating to election results. Percentages that don't add up etc. That said, it seems very unlikely that this is one of those mistakes, because the rest of the story hardly makes sense otherwise.

A document in the library containing scans of clarks seems to confirm at least that the VP assigned 40 seats after the election. That doesn't necessarily mean they won them, but it definitely is an indication that Ár Päts is right.
But there is something else weird about it. It appears that apart from the seats won, the PM got an extra 10 seats and the Distain another 5, making the total 215 seats. Was this a rule back then?

Yes, this was a feature of the 1988 Constituziun. Cresti is correct on all counts. Bringing this back with EM200 in 2003 was talked about, but we decided against it, happily.
