As for RZ2, in my understanding of legalese, one must always make contingencies for the worst-case-scenario. RZ2 is well-intentioned in that it wants friends and family in disparate parts of the world to be together in Talossa. A laudable sentiment.

But there will be people out there who will want to game the system, and 'acquaintance' is an open-door for unscrupulous groups of people to do just that.

Yes, it is true we have many citizens who are assigned to their provinces anomalously, yours truly being among them. Each of these odd assignments has come out of an extraordinary situation or some sort of ancient grandfathering.

Much care is taken to make sure the most productive areas of the world in terms of new citizens are divided as fairly as possible while keeping people in geographical areas of the world together to the end of giving the nation an objective provincial-assignment scheme equitable to everyone.

Without meaning to, RZ2 throws this out the window, allowing anyone to find some way - any way - to construe some vaporous phantom of an 'acquaintance' in order to be assigned to whichever province they choose. This would be a dangerous state of affairs, and it is for this reason I am voting against RZ2 and urge my fellow Senators to do likewise.
