Azul from the new Mencei (something will not let me type the cedilla)! It is an honor to serve. I have begun work on making the Senatorial appointment to the Electoral Commission (Hool or Seb., that means you) and hope to have the appointment in-hand as soon as can be. As of the last Clark, this body has for the first time a set of Standing Rules of the Senäts. For now, they may be found at www.talossa.ca/files/clark.php?cosa=51&clark=5. At this writing, these Standing Rules have not yet been put into El Lex at wiki.talossa.com/Law:El_Lexhatx. Soon, I'm sure, the relevant parties will get this fixed. Sections 21.1 and 21.2 of the Standing Rules are vague (to my reading) as to whether the Mencei can or cannot be a voting member of the Committee. The Mencei's chairing the Committee on an ex-officio basis, at least, is clear. However, before appointments can be made for this body, I have to, and do now, offer a motion to estabilish a Senate Committee on Rules and Administration. In the interest of getting this thing going sooner rather than later, I am skipping the getting-a-second part and going straight to asking for përs or contrâs on this motion within 72 hours of this post, at the end of which time the motion will pass or fail on the majority of votes cast. Fellow Senators, let me first thank the Mençei for swiftly getting everything underway. I would like to clarify that yes, the Mençei can indeed be a full member of the Committee, and in that case he is both the chair and a voting member; otherwise he only chairs the commission, and can only vote if a tie occurs.
On the motion, I vote yes.

I strongly recommend that we DO NOT put these rules into El Lex. An independent system of rules allows us to modify them without a national referendum.

Just sayin' T Isn't El Lex our statutory law which is changeable without referendum? And yes, if there is an element to anything legal or parliamentary I am missing, please let us know! Yes, el Lexhatx can be amended without a referendum, but the issue is moot in our case, as any standing rule that is accepted is not appended to the Lexhatx but goes in a separate body of standing rules which the Senate is fully sovereign over.

No worries, T. You have all persuaded me putting the Standing Orders in El Lex is *not* the way to go.
I guess they can be kept in a sticky thread at the top of this forum?
