WHEREAS in 2013, Cunstuvál Istefan Perþonest issued 2013/E3 (http://wiki.talossa.com/2013/E3_Fi%C3%B4v%C3%A1n_Festival_of_Art) to bring the Festival of Art about,
WHEREAS 2013/E3 did not allow the province to run the Festival as it sees fit in regard to any and all aspects,
WHEREAS a resolution to the Cunstuvál to repeal 2013/E3 in toto hopefully will be passed by the General Assembly,
THEREFORE, the General Assembly enacts the Festival of Art Law 2017/L1 (or whatever number it may come up with), which could, after discussion, be somehow added to the Culture Law (we need proper title and section numbers in our laws, but that's for another bill or two, perhaps)
THE FESTIVAL OF ART LAW
1. In the interest of promoting cultural activity in the Free Province of Fiôvâ, the Provincial Government shall host a yearly competition called the Fiôván Festival of Art.
2. Entries will be limited to visual forms of art, and shall be divided into the following categories:
Fiôván Art: Entrants must be Fiôván citizens, and the victorious entrant shall earn the Fiôván honorary title of ‘Fiôvâ’s Most Eminent Skipper of Art’ until the next Festival.
Talossan Art: Entrants may be Talossans of any province, and the victorious entrant shall earn the right to refer to themselves as being a ‘Recognisably Decent Artist’ until the next Festival.
3. The Festival shall be presided over by Fiôvâ’s Cunstaval, Fiôvâ’s Capitán and the Túischac'h of Fiôvâ’s General Assembly. They shall together be referred to hereafter as the Festival Committee, presided over by the Capitán.
4. The Festival Committee shall choose one or more themes for each category and shall open the window of acceptance of entries upon the announcement of said themes.
5a. The Festival Committee shall also judge entries. Anyone judging entries shall be a Festival Judge and may not submit entries to the Festival.
5b. If more than one of the Festival Committee elects to submit entries, the Committee may choose one or more alternate judges for the event who shall be Festival Judges. There must be at least two Festival Judges and no more than three.
6. The timeline of the Festival shall be set by the Festival Committee such there will be one calendar month the Festival itself shall be open. During the Festival, no more entries will be accepted and all entries will be put on display in some form. The Festival will end with the announcement of winners occurring, if possible, no later than one week prior to the start of the next election for Capitán.
7. To add sparkle to the Festival, contestants are encouraged to not prematurely display their entries before the start of the Festival.
8. Upon the repeal in toto of 2013/E3, this law shall take immediate effect.
