An open letter to the citizens of M-M, the citizens of Vuode, assembly members of M-M, assembly members of Vuode, the Executive of both and any interested party.
A little while back, I made a series of posts and put a tagline into my signature declaring that I wanted to see the provinces of Vuode and M-M to formally merge.
Now, the idea, which I believe does have some merit in respect to addressing the inactivity problems that plague Vuode, wasn't expected to be taken at all seriously. When I first acted on this idea, I expected it (the idea) and any subsequent discussions to fall into the same category as "have your cake and eat it", "let's make Pengopats a province", "my pet is Talossan too", "Stop holding our drinking water hostage and give us the Tower" and "Hey, let's establish a Talossan lunar colony".
But, somehow, the idea gained traction and became an actual thing. Folks took it seriously. I realised just how seriously when the "issue" was being discussed as a factor in national Ziu debates in regards to provincial catchment areas. I rolled with it. Partly because it was fun and exciting, partly because the box was then opened and I wasn't sure how to put the lid back on it and partly because I believed (and still do) that if the idea saw fruition that it would have been good for the province of Vuode and her citizens.
But, I was still apprehensive.
I did not want to be the guy responsible for the destruction of the Nation's oldest province.
I didn't want to have to answer difficult questions like "well, what the hell kind of catchment area are you supposed to be from, Mr Grischun, you quarter Scot, quarter Ataturker, quarter Vuodean and quarter M-Mer you?"
But, the lid was off. It still is kind of off. I am not the only person still flaunting the signature supporting the merged provinces idea.
Then to my relief, the other two active citizens of my province vehemently railed against the idea ... and I said "Thank F**k". As Senator of Vuode I could side with them and run away from then entire thing before it got too far. And, that's where we are now.
Then for the third time (fourth time? Please, not the fifth time?!?!) Vuode has failed to form a functioning legislature and we do not have a Premier. I don't even want to talk about the Constable. The list of problems Vuode face is real.
We do not have a functioning assembly.
We do not have a functioning executive.
We do not have a functioning constable's office.
We do not have an active citizenry.
Indeed, in the past seven years (at least) there has never been any more that three active citizens in Vuode.
For all points and purposes IT IS A FAILED PROVINCE.
Yet, my fellow Vuodeans (all both of them) refused to entertain the idea of merging with our larger and more active neighbour while I felt apprehension over the same. Why is that?
What does Vuode have? What do Vuodeans have? What is it about these "haves" that make the situation so difficult?
Well, we have the label. We are Vuodean. We have that identity. And it is strong. If 'forced reassignment' ever becomes a thing and it were to plonk me back in Ataturk (or possibly Cezembre) I would be livid. I honestly would ignore such a ruling and continue to act, work play in Vuode. Screw the law. I'm Vuodean. I would be the Nation's first ever "inter-provincial asylum seeker".
Then we have the history. We are the nation's oldest province. We are the original province. Indeed, at the earliest points of our history, Vuode WAS THE ENTIRE KINGDOM!
Yeah, we ain't gonna give that sort of stuff up.
So, what to do?
Does Vuode hold another constitutional convention? Do we just accept that we are a "province-in-waiting" as Ian Anglatzara sees it? Or, do we find the middle ground that gives us the best of all possible worlds?
The middle ground is what I am here to advocate.
My proposal is as follows:
1) Vuode remains a sovereign province of the realm in all it's glory and title.
2) Vuodeans remain Vuodeans. We keep that identity.
3) M-M, likewise, retains it's sovereignty and the M-M citizenry retain full M-M identity.
4) WE MERGE OUR ASSEMBLIES AND GOVERN AS ONE UNIT WHILE REMAINING TWO SEPARATE UNITS.
Much like the political unions between the nations of the United Kingdom, the two provinces remain separate and distinct, but we elect representatives who sit in one chamber to govern and administer the greater area now shared. We pool our collective resources and work together and follow a common set of provincial laws. We are two, but work as one. We are "Harmony", but to an untrained ear we are "Unison". The border between is would no longer be a demarcation line, but rather, a common point of crossover. In all conceivable administrative senses, we would be the "TWIX PROVINCES".
BUT, IMPORTANTLY, BOTH M-M AND VUODE WOULD REMAIN SINGULAR WITH INDIVIDUAL IDENTITIES.
Nationally and super-organically this would work.
Immigration catchment areas remain the same.
Cunstaval office's are not threatened.
Senatorial offices are not threatened.
No Organicity is threatened.
Some tweaking to our individual provincial constitutions is required, but, hey-ho.
So, that's the idea.
We remain two separate provinces, but we merge our legislatures and govern as one.
