As above. The First Clark is underway, and only the TSP and MRPT have appointed MCs, plus Nicholas Hayes who is an independent, plus Beneditsch Ardpresteir who is an independent but hasn't registered yet (and I'll come back on that later).
Does this mean that all of the 138/132(counting Hayes)/129(counting Ardpresteir who didn't register) unassigned seats remain unassigned until the Second Clark no matter what (as per well-estabilished convention that when people are appointed to vacant seats mid-Clark they can not vote their seats until the next Clark), and the 48th Cosa will have just 68 (1/3) seats filled throughout the First Clark?
(There would also be a Tuischac'h that needs to be elected, by the way, although there is no time limit for that, but nevertheless I haven't heard any candidacies either)
By the way, OrgLaw VIII.4 states that "Any seats left unassigned at the end of the first Clark of the government are considered vacant", so all remaining parties shouldn't lose their right to appoint people to seats unless they do so before August 1st.
Lex.B.8.3 also states that "If during an election to the Cosâ, an elector vote for a party that is not registered, and that this vote cannot be attributed to another party, this vote shall be considered “spoiled ballot”. Any electors may contest this in Cort."; Beneditsch Ardpresteir hasn't registered as a "party" and the First Cosa has started. Does this mean that the two votes cast for him are declared "spoiled", and the results and Cosa seats apportionment are to be edited accordingly?

I do not think that if a person is assigned to a Clark after 2-3 days they should be prevented from voting. As for the convention you speak about, if it's not a law, I have no problems having a party fill a seat on the last day of voting and letting them vote. Now, if a seat is resigned mid-clark, the replacement CANNOT vote, since those seats WERE assigned on day 1 of the Clark, but for unassigned seats, I personally see no problems, especially for the first Clark. Actually, before July 21st... the end of the first Clark. Regardless of if seats assigned mid-Clark can vote or not, these seats would not be vacant.. I am sure more seats will be assigned within a day or two. Yeah, I am not 100% sure on that... I am inclined to give him time to register his party, but indeed, if he fails to, we will need to recount the results.
