You are correct that Or cannot be on top of Argent. based on the blazon, it looks like a complexity of 7, which is within parameters.

Hmmm... what if it was changed to:
Or, three bars nebuly azure, quinotaur statant proper (sable), armed and crined, queue quatrefoil blind.
As a Quinotaur is a mythical creature, I would argue that the proper form of a quinotraur would follow the logic of other similar beings, such as satyr(als), dragons and griffons and that sable be on of those "proper" forms, as sable and red seem to be.
Thoughts?

"armed and crined" what tincture? And what is "queue quatrefoil blind" supposed to mean? I have never encountered such a thing.

I was thinking sanguine.
The tip of his tail is in the shape of a four-leafed flower, a quatrefoil, which has a "hole/eye" in the centre (transparent) when proper, but when "blind" it is filled.

Sanguine isn't a thing in Talossan heraldry.
Only the following are allowed (with obvious exceptions like a bear proper being brown):
METALS: Or, Argent.
COLOURS: Gules, Vert, Azure, Sable.
FURS: Vair, Ermine.
