I should also hope it would be a forum for general debate on the bills, estimat Mençéi.
I am leaning towards supporting RZ1 in that, although it is only a partial reform, it is at least a start. I am leaning towards opposing RZ2 in that it is a partial reform which reforms the wrong things. The first priority, for me, is to remove that "provinces closed to immigration" malarkey. Equalising the population of provinces has been proven over 20 years of cybercitizenry to have absolutely no effect on provincial activity.

I'm surprised by the opposition of the Senator for Fîovâ to RZ2. First of all, because she seemed to indicate support for the bill at first and has never retracted that, but more so because this bill is a step towards more geographically correlated provinces and I thought that is what the Senator from Fîovâ supports as well. This bill does not in any way prevent further reform like removng the closed provinces clause, which I would support, but going by the discussion on a bill about that issue that was released at about the same time as this one, I thought the consensus on that seemed to be that ths would only get enough support if we also first had a look at the current assignment areas. And this may (and should, because if we don't do it right, we'll have to reform the catchment areas again in a few years) take some time. Putting the removal of the closed provinces rule in this bill therefore would most likely have resulted in it failing. I even made sure to protect Fîovâ, by making sure people wrongly assigned to it who move accross town would not be reassigned.
The bill consists of three elements: * Fixing a mistake where it says seven instead of eight provinces * Allowing (but not forcing ) people who currently live in the wrong province to be reassigned to the correct one in situations where they previously couldnt (if their province has a smaller population then the province they should be assigned to). * Reassigning citizens who move to the wrong catchment area to the correct province (except when they move within their current assignment area over a distance less than 1000 km and within their national borders.
The last two of these are not a move towards more equal provinces (although theoretically the last one could have that effect, but that's not clear at this point), but they are a clear move towards more real provinces. (By real meaning geographically correlated). Could the Senator for Fîovâ point out which of these elements she opposes.
Considering she has in the past stated she supports strictly geographical assignment, I hope the esteemed Senator will reconsider her opposition.

I am leaning towards an üc on RZ2.
But I feel great aversion to the “non-fully automated vote involving only the voter”-part of RZ1, which practically screams “future difficulties”, and I plan, as my fellow M-Mers have also indicated, to vote against it.

I would remind our freshman Senators that it is their turn to stock the bar; I've emptied it. On RZ1, I vote CON. I agree that reforming the Electoral Commission is necessary, but I believe a better solution lays ahead. On RZ2, I vote PER. This is a much needed bill to go towards fixing our current catchment system. I would stay longer, but alas, I must bid you all adieu. After all, it's five-o'clock somewhere. [Heads back out. Think I'll just call it a day.](Sorry if these votes are a bit late, I've been suffering from what I think might be the flu here at home. No, it's not ebola, thankfully.)
