I have used legal terminology and have been accused of being a pedantic bully as a result. I have broken down the concepts into simpler everyday language and have been ignored and contradicted. I even attempted to break it down further so as to help those whose first language isn't English, but then I am seen as being condescending and rude. At some point, communication requires the other party to make an effort to understand as much the first party has made an effort to be understood. Okay, at some early point I took the wrong exit. Before the petition was posted, it had been said, that the ProvSoS made no mistake and that he followed the prescriptions of the law word by word. Under this assumption it would have been cynical to ask the petitioner to sue the ProvSoS, because a lawsuit against an innocent man is a waste of time. This riled me up, the more, the longer this thread was going on. I also remembered the petition differently, but I cannot prove this because it has been edited a short while after it was there. Anyway, here are my sincere apologies, right from my blushing face. I hope you can forgive me.
