________________________ This is to notify that the services of Magniloqueu Épiqeu da Lhiun are no longer required as the Junior Deputy Immigration Minister. The Ministry also congratulates him on his role in the maiden induction of a Dandelion as a Citizen in Talossa. Magniloqueu Épiqeu da Lhiun was specially instructed to act as the Junior Deputy Immigration Minister to take care of the affairs of the Ministry, if need be; however the first thing he whined about was the missing seals - which was in fact available for use. Secondly he questioned the created position of 'Junior Deputy Immigration Minister' and made fun of it and went on to call it as the Judeimm. For his aforesaid insubordinate behaviour, he is relieved of his duties. The C. Carlüs Xheraltescù, the Head of the NCC is again reminded to remove him from existing immigration projects as the TA. I'm afraid I don't quite understand the directives I'm receiving here. There is no reason why S:reu da Lhiun can't continue with his work as a TA, as far as I can see. If you have a problem with one of the NCC's employees, I'd like you to talk to me about it first and be able to provide an adequate reasoning for removing him from the TA programme.
Until you're able to do this, I will not be removing him from any projects.
Furthermore, and to add to the objections of my fellow citizens - this is not particularly Ministerial behaviour you're exhibiting.

incidentally, this highlights why we need to kickstart the civil service. A political appointee shouldn't be able to randomly hire and fire an entire ministry's non-political staff. Deputy ministry positions? Sure. But staffers taking part in the every day function should be free from political interference and report to an equally non-political permanent secretary and ultimately to the Commissioner of Civil Service.

Admiral Asmourescù, I find it even more important that we introduce legislation that gives actual grounds for dismissal and that dismissal can be appealed to the UC.

I would recommend that the legislation not be too extensive. I would suggest giving the Commissioner authority to establish guidelines but always granting people the right to appeal through the courts. This way, civil service guidelines don't need to go through an entire Clark to keep things moving. If the commissioner were to abuse that authority, it can be resolved through the courts. Over legislating can make things messy. Rather, the Ziu can create a framework for the civil service and allow it to evolve more organically, in my opinion.

And he is out for blood, has some quarrel with me I do not really understand and do not care about. He will surely dismiss you from your position as Head of NCC to make sure I remain dismissed for the two prospectives I am assigned to (What kind of logic is that? Dismiss me for the permanent prospectives and reinstate me for the upcoming ones). The matter is now, as soon S:reu Holmes assigns the case to a judge, up to the Magistrate's Court to decide. And if they should not decide to hear the case or rule in favour of BenArd, the Manyhatter, there is still the Uppermost Court and I intend to go as far as I can!

I won't do as someone says out of fear of losing my job, and neither do I see why, if I can appoint you to future projects, that I can't re-appoint you to projects that you are already assigned to. That kind of directive he certainly does not have any power to enforce.
