Lets start working on those election procedures. I think we should do something about the election of voting member, but I suggest we begin with the elections of a Seneschal.
The following article of our constitution deals with at the moment: Article 10. A new Seneschal may be chosen at any time by a resolution approved by a majority of l'Etats, but a resolution electing a new Seneschal or continuing the current Seneschal in office must be approved by l'Etats at least once in every term of the national Cosa. This resolution shall be open to both General Members and Voting Members.
I think there should always be an election after the General Elections. Also I think the procedures could be less vague then just: "a resolution approved by a majority of l'Etats" Finally, it isnt exactly clear who is allowed to vote.
I know there are probably a lot of things that can be improved, before we can even think of voting about it, but here is my first proposal:
"C1: The first Cézembrian election amendment.
WHEREAS Cézembre is the best province of Talossa and
WHEREAS we want to remain the best province of Talossa and
WHEREAS we need clear election procedures to achieve that goal and
WHEREAS our current constitution doesnt provide those clear election procedures and
WHEREAS usally we elect a new Seneschal just after the General Elections and
WHEREAS there is no law actually stating we should do so and
WHEREAS there should be, because if we dont the voting percentage would be even lower, now
THEREFORE the text of the 10th article of our constitution will be amended to read:
"Article 10. A new Seneschal may be elected in an election conducted by the Seneschal, or, in case there is no Seneschal or the Seneschal is inactive for more then a week, the Governor-General. All citizens of Cézembre have the right to vote and/or be a candidate in this election.
FURTHERMORE an article will be added between the 10th and the 11th article of our constitution, which will read as follows:
"Article 11. Elections as described by article 10 will take 3 weeks. Cézembrians may announce their candidacy in the first week of the election. Voting will be possible during all three weeks.
ADDITIONALLY another article will be added between articles 11 and 12(the old article 11), which will read as follows:
Article 12. Elections, as described in articles 10 and 11 will start one or two weeks after the election deadline of Talossan general elections or one or two weeks after a resolution has been approved by a majority of the Cézembrian people removing the previous Seneschal.
THEREFORE Article 10 of the constitution of Cezembre shall be amended to read:
"Article 10. A Seneschal shall be elected, by the citizens of Cezembre, in an election conducted by the Seneschal or his appointed agent, in the event there is no incumbent Seneschal or the Seneschal is inactive for more then a week, the Governor-General or his appointed agent. All citizens of Cézembre have the right to vote and/or be a candidate in this election."
FURTHERMORE the following articles shall be inserted, in Chapter III, after Article 10, which will read as follows:
"Article 11. Elections as described by article 10 will take, no less and no longer than 3 weeks. Cézembrians must announce their candidacy in the first week of the election and polls shall open on the first day of the 2nd week and close on the last day of the third week.
Article 12. Elections, as described in articles 10 and 11 will start no earlier than one week and no later than two weeks after the election deadline of Talossan general elections or after a resolution has been approved by a majority of the l'Etats de Cézembre removing the previous Seneschal or should the Seneschal, resign, die or be unable to fulfill his duties for any reason."
FURTHERMORE all articles following Article 12 above, shall be re-numbered accordingly.
