So we need a government to function.
1 zpt, 1 rump, 1 pp, 2 cro.
There are only four seats.
This is what I recommend-- constitutional convention. Two branches of government- judicial and legislature (the executive will be in the Legislature.)
3 Seat legislature by direct vote. Party vote is done to elect a Premier to the executive office. 3 legislatures ensure no tie-- executive signs into law once passed by the Legislature and holds veto power, veto override is achieved by unanimous votes among the legislature. It is important to note, the Premier is part of the Legislature branch.
The Judicial branch will consist of one member who is elected directly by the people. They are up for reelection every single cycle with the possibility of recall if the a 2/3 majority is achieved in both the legislature and the populace. Judicial Review is privileged and a law may only be overturned by two consecutive sessions agreeing. (If the same person is elected twice, the same ruling would count as two. If another person takes over after and agrees then the law is null and void.)
Sessions are equivalent to the life of a Federal government. So if we recall a Judge and put another in office it counts as one session and she/he must wait till the next session (after another election) to state their opinion on a previous judicial review case. This is done to prevent abuse.
People are elected directly to the legislature (States General). the Party vote done in the federal election helps to elect the Premier.
Both the legislature and judicial branches may be expanded by total agreement among the Legislature and Executive. It can only be expanded to odd numbers. (3 to 5 and 1 to 3... so forth and so on.) as the provinces grows.
Constitutional amendments follow the same pattern as laws (2/3s with executive or 3/3 veto override) but must also achieve a simple majority by the populace. These votes do not need to wait till elections and amendment votes may occur at any time during a Session.
This should get us started.
It's a simple enough five person government. I think it is perfect foro ur small population while we build.
Voting practices will start next cycle and for now we can follow make up by a simple majority of the parties (2 cro, 1 rump, 1 pp, 1 zpt) agreeing and writing up the new constitution.
Under the current system, I would support nominating a PP to act as Judge and Dreu as Premier. The legislature will be assembled by the three remaining citizens who voted.
How does this sound. I think it is straight forward and simple enough. We can even throw in a bill of rights or "Guaranteed Rights." This would end the crisis of no government our province is in and prevent a military governor.
