May I toss in the observation that the concept of "heir apparent" doesn't work very well under Talossan conditions? For instance, my eldest son is not a Talossan citizen. If he were to become a citizen, he would be heir apparent; but as things stand, it is Prince Patrick, my second son, who is heir presumptive — the one who would become King if I were to be suddenly removed from the circles of this world.

Your Majesty, aren't you simply talking about a change in the order of ascension to the throne? Much like the recognized legitimacy of some historical European heirs, this is a sticky wicket... but not for the Ziu. The Ziu will retain their power to vet the heir apparent regardless of shifts in who that person actually may be.

The point is, if someone is an "heir apparent" there won't be any shifts in who that person may be, unless the heir apparent predeceases the king. An heir apparent is someone who cannot be displaced from the top of the order of succession. The nature of Talossan citizenship means that Talossa is less likely to have an heir apparent than other hereditary monarchies. The law should avoid using the term "heir apparent," unless used together with "heir presumptive" (like in my post above), so all the bases are covered.

I am more than willing to do that... do you have a suggested amending in mind?

I would be happy to agree to such a compromise on the matter. If I amend the bill accordingly, will you give it your support? I have yet to decide what I think is the best course for us to take and am still considering the various options. Until such time as my own opinion is firm, I cannot compromise. This is not because I am unwilling, but because...well...here is an analogy: A log is drifting down a stream. A person on shore wants to build a bridge to the log. This however will not work until the log remains stationary.
