I remain skeptical, however, about the value of provinces and provincial politics. And it's not just because the cry for revitalizing the provinces has been such a constant feature in Talossan politics. I also think there's a risk to sub-dividing our political and cultural energies too much. Talossa is a relatively small place and its national-level politics and culture have a cozy, community feel to them. I think your concerns about subdivision are legitimate. Also, it may be that provinces will never really take off -- that they simply aren't capable of organising the population in suuch a way that people will ever want to talk about or do anything interesting with just citizens of the same province. I think I agree, but maybe we should give this amendment a shot first. I think the amendment is the right idea, but I reserve the right to change my mind if someone comes along with a really good argument.

If a humble, new citizen could express his view: This bill says that the cunstavál has to make the constitution, whereas I belive that the people should all draft the constitution by popular assembly, therefore, everyone will have some interest satisfied. Instead of an appointee of King John doing the deciding for us.

Instead of an appointee of King John doing the deciding for us. But the cunstavál can only proclaim a constitution that has been adopted by the people of the province in a referendum. It's based on the Organic Law: amendments to the Organic Law are passed by the Ziu and approved by the people in a referendum, but become effective when they are formally proclaimed by the King.

I think that I am not going to ask the Secretary of State to include this bill in the October Clark.
I don't feel enough discussion has taken place for this Act to be fully vetted yet.

I disagree, S:reu Preston... many people have seen it and read it. I think the lack of discussion is simply because no one can find anything the matter with it. I think it is a fine bill and will vote for it, myself.

How would this law help a certain province where the head of the provincial legislature just disappeared?

Sir T Well, under current law each provincial legislature can adopt rules for its own governance. So the legislature could provide for the replacement of its head that way. But the proposed amendment would allow the province to adopt a constitution with greater flexibility in such matters.

I still think it looks good. I cannot really think of any improvements, and really there is only so much we can do by legislation anyway.
