Yup! "Dels" is a contraction of "da" and "els", the masculine plural form of the definite article.
The ending "-ar" as in "actuar" becomes "-aes" in the plural (sounds like "ice"), so actuar --> actuaes.
Adjectives have to agree in number with their noun, so "Talossan" needs to become plural. The ending "-an" is the same in the plural as "-ar". It also becomes "-aes" in the plural, so Talossan --> Talossaes.
