I haven't found a way to deal with this issue in a satisfactory manner. Im my proposal, the infinitive ending would not be distinguished from word-final /ar/ in writing. The only way to know whether to pronounce <-ar> as /aʃ/ or /ar/ is knowing in advance if the word is a verb or not.
If you have a better solution that doesn't alienate anyone, feel free to let me know.

As a user of the reformed spelling, I'd like to hear perspectives from people who dislike -arh on how they would prefer to deal with this problem. At some point in the past I tentatively suggested that maybe devoicing of final r should be recognized as occurring in -ar in non-infinitive contexts as well. I see I left something out of my previous post. When I wrote: Well, I can see how a lot of things in your proposals relate to resolutions in the 2007 and later Arestadas, but there are also lots of things in the Arestadas that aren't addressed. What I meant to ask was: do you intend for your proposals to replace all of the post-2005 Arestadas? If not, do you have any idea of which resolutions would be superseded by these proposals and which resolutions would be preserved?

What I meant to ask was: do you intend for your proposals to replace all of the post-2005 Arestadas? Absolutely not. Resolutions that deal with everything that my proposals don't cover (polyphtongs, spoken stress, irregularly pronounced words, hyphenation, mischellaneous grammar things) would be preserved. These would be the resolutions 4.2, 5.2 (plus äi), 5.3, 6.1, 6.2, 7.2, 7.3, 8, and 9 from 2007; 2, 3, 4, 5 and 6 from 2010; 1.2, 1.3, 1.4, 2 and 3 from 2011; and 2, 3, 4, 5 and 6 from 2014.

I also wanted to reply to this real quick: Third, whether, even if it appears that we have reached a consensus among those who participate in the discussion, it will "stick." If a consensus is reached, I think that it would "stick" simply because everyone would use it, learning material would be published with it etc. Or in other words: if we want a consensus spelling reform to "stick", its our job to use it regularly.

Yeah, that's what we thought after the 2012/2014 Arestadas. Instead we had people start using their own idiosyncratic standards, e.g. reviving consonant mutations that had been considered abolished under both the traditional and modern standards.

Yeah, that's what we thought after the 2012/2014 Arestadas. Me bießeva. Though, in my opinion, having more than one officially correct style already defeats the whole purpose of orthographic standardisation.
