Omnibus Finance and Budget Bill for the 49th Cosa

WHEREAS el Lexhatx directs the Minister of Finance to provide the Ziu with a complete accounting of the Kingdom’s assets, recent income and outlays, and the status of our currency, and


WHEREAS el Lexhatx further directs the Government to submit a budget requesting appropriations for planned projects,

THEREFORE His Majesty’s Government does hereby report to the Ziu, in keeping with Lex.D.2.8.1, the following financial report and balance sheet, accurate as certified by the Burgemeister of Inland Revenue as of 13 Feb 2016/XXXVII:

FURTHERMORE His Majesty’s Government hereby submits to the Ziu a request for the appropriation of funds from the Royal Treasury totaling 733¤33 ($1,100 USD), allocated as follows and for the following purposes:

Prime Ministry	Miscellaneous or unexpected expenses.	33¤20 ($50)
	The purchase of a Seneschal’s chain of office.	66¤40 ($100)
Finance	The minting of collectable tokens in the denomination of one louis.	ℓ400 ($600 USD)
STUFF	Advertising and/or promotion of the nation	66¤40 ($100)
Interior	Advertising and/or promotion of the nation within the GTA	66¤40 ($100)
	The purchase of production materials for the making of identification cards.	33¤20 ($50)
Foreign	BHAID assistance and infrastructure funds.	66¤40 ($100)

FURTHERMORE the Seneschal of the Kingdom of Talossa, or his appointed deputy, shall undertake to create, manage, and promote a voluntary fundraising campaign to the citizens of Talossa and other interested parties over the course of this term.  The targeted amount for this campaign shall be ℓ40 ($60 USD), in accordance with the direction of Lex.D.2.1.5.4.  The fundraising campaign will end once this target is reached, and no more than one fundraising campaign is authorized.  The proceeds from seigniorage, sales of stamps, contributions from official Supporters of Talossa, and other moneymaking schemes shall be counted towards this fundraising target if the Seneschal, or his appointed deputy, so choose.


FURTHERMORE the Minister of Finance of the Kingdom of Talossa, or his appointed deputy, undertake to create, manage, and promote a voluntary fundraising campaign to produce supplementary funds for the production of coins to the citizens of Talossa and other interested parties over the course of this term.  On this basis shall the number of coins minted be determined, as decided by the Government based on the interest expressed and funds raised.

FURTHERMORE His Majesty’s Government hereby directs the Burgermeister of Inland Revenue to continue to invest all held funds into an interest-bearing savings account, but to keep an additional separate tally of all income to date that has been derived from the sale of stamps.

How many Chains do we plan to buy?

Heh, just one. The previous appropriation was never actually spent, along with most of the other planned appropriations from last term, but the original did cost us more than $50. Hopefully we'll come in under the appropriated total when we have a new one made.

I'm also hopeful that if the replacement chain comes in sufficiently under the budgeted amount, the remainder could be used to at least partially defray the cost of shipping the chain to the Seneschais who never had a chance to wear it (Glüc, Lüc, and Carlüs) before it comes to me, so we can have a proper collection of official portraits.
