WHEREAS there is presently no provincial official charged with keeping track of the Acts and Amendments passed by the Maricopan Cleivi, and WHEREAS we really ought to have such an official, THEREFORE the position of Provincial Secretary is created, and charged with maintaining the Maricopan Digest of Laws, and FURTHERMORE the Premieir is hereby empowered to appoint and dismiss the Provincial Secretary at the Premieir's discretion. I think it's a function the Premier himself would perform in the absence of this office, so I see little danger in allowing the Premier unfettered discretion in his selection of "extra hands."
