From the Organic Law:
Art. VII:Sec. 3. All elections to the Cosâ are to be conducted during a period of one calendar month, from the fifteenth day of the current month until 7:30 p.m. on the fourteenth day of the following month. The first day of this period (the fifteenth) is called the "Balloting Day" and the last day (the fourteenth) is called the "Election Deadline."
Art. VII:Sec. 4. During the election period as defined in Sec. 3, the Secretary of State shall in every particular conduct the election according to the election laws in such a manner as a) affords to every citizen the opportunity to cast a vote for the party of his choice, and b) does not discriminate against any party or individual in the collection or tallying of votes. In the absence of a current election law, the Secretary of State shall conduct the election according to the rules under which the most recent general election were conducted.
Art. VII:Sec. 5. The Secretary of State must make public the exact procedure by which he will comply with Sec. 4, no less than fourteen days before the Balloting Day.
I hereby, 21 days before Balloting Day, make public the exact procedure by which I will comply with Article VII Section 4.
Herewith the rules:
1. I will accept party registrations any time from now until 11:59 PM TST (that's Talossan Savings Time, often called Central Savings Time by Americans) on March 10. Party registrations should include the party's 50-word statement, the designation of a leader, and (optionally) endorsements for the open Senäts seats in Benito, Vuode, Atatürk and Maritiimi-Maxhestic . A party which registers with me but doesn't send its $20 to Lord Fritz will find itself unregistered; so fork it over. I will NOT be accepting or holding any parties dues. Ya gotta Pay to Play
2. The ballot will be prominently posted by the afternoon of March 14 at www.KingdomOfTalossa.net . If anyone has any trouble finding it or downloading it, please let me know, and we'll try to fix the problem. I will also put a link to it here on Wittenberg. Feel free to print it out, and use it as a Paper Ballot.
3. I will email an electronic copy of the ballot to every email address that I think might reach a citizen eligible to vote. Each electronic ballot will have a unique and individual security code that will identify the specific ballot and voter. That security code will be used in all election correspondence.
4. Paper ballots can be returned to me at:

It is requested that anyone who mails a paper ballot to me find some way of notifying both me that he has voted by paper ballot — a duplicate ballot, email, a phone call, a note on Wittenberg, whatever.
5. Votes may be phoned to me at 859.576.5255 . My phone has voicemail, and I will listen to it and accept votes left by voicemail. It is requested that anyone who votes by phone find some way of notifying me that he has voted by phone.
6. Votes may be emailed to me at Mickster@KingdomOfTalossa.net. I will acknowledge any votes received by return email.
7. Votes may be posted to Wittenberg.
8. Each vote received will be tallied as soon as possible on a thread which will be "thumbtacked" to stay at the top of the Wittenberg board.
9. It is requested that anyone who votes (whether by paper ballot, by phone, by email, or on Wittenberg) check Wittenberg to assure that his votes were properly tabulated; and if not, to let me know as soon as possible.
10. If any vote has technical errors that might cause it not to be counted, or any oddities that make me uncertain of the voter's intention, I will do my best (before the Election Deadline, of course) to contact the voter and ascertain his intentions.
11. Every voter is requested to take advantage of this contact with the Secretary of State's office to inform us as to his current contact information — address, phone number, email address(es), and so on.
12. I will publish a "final" list of citizens, with provincial assignments by March 12. Any corrections to the list should be made as soon as possible, so that a really-really final list can be published on Balloting Day.
13. According to established Talossan practice, any immigrant naturalized before Balloting Day will be eligible to vote and will count in the figuring of provincial Cosâ representation.
14. Once you vote, that's it. No Take-Backs, Wait-a-Minutes, or Whoopsies. Be really sure what you send me is what you want.
