*steps up to General Assembly's podium* Since the position of Provincial Secretary of State is now vacant, I wish to nominate a new SoS to the General Assembly.
Since this citizen has already done a lot of work for the Provincial Chancery, it is my opinion that the best candidate for this position is S:r Tarfa.
I would ask the Tuischac'h to organise the General Assembly to vote on this nomination ASAP. Thank you. *sits down and grumbles about the chairs*

Well, technically the Standing Orders says: Once all of the amendments have been settled and applied, the Túischac'h calls for a vote on the final version of the bill, which lasts for 7 days. A final call for a vote shall be denoted by the word FINAL VOTE:. at the beginning of the subject line. At the end of the seven days, if more për than contrâ votes have been recorded, the bill or resolution shall be passed. If the same number of për and contrâ votes have been recorded, the bill or resolution shall not be passed. So the 7 days period starts when the Túischac'h formally says "you could vote", in this case, NO voting ends on the 15th of July. However, if we presume that a [FINAL VOTE] post submitted by the sponsor(s) has the same value of a Túischac'h's call for a vote; in this case, YES they've been adopted. Like we presumed the fact that the Cunstavál has promulgated 2012/L1 without waiting for the last day of June as provided by OrgLaw 10.6. Presuming that the Túischac'h acted, while it reduces its role to a cerimonial one (the GA can works without him), it's not a loophole. For promulgations we have to be careful, because techincally the Cunstavál can veto the bill until the last day of the month (in 2012/L1 situation he could have vetoed it while we were doing the election). OrgLaw 10.6 de facto is a 10 days period because of the Clark system, however for us it could be longer, even 30 days! I suggest to amend Standing Orders § 10 with an explicit 7 or 10 days period for the presumption. (BTW, these don't need to be promulgated )

Er, I haven't looked into these nominations theads very closely. Have they been transformed into Final vote threads without that being announced anywhere else? I assumed the final votes would be in threads prefixed [Final Vote].
