Hello fine citizens of Atatürk, I am the very recently naturalized Lupüc da Fhöglha, and I have been assigned to this wonderful province. I was wondering what I could do and how I could involve myself in anything? Please tell me what I can do and how I can help!

A lot depends on your interest. If you read some of the threads here there are possible projects in history, geography and politics (a new constitution). However, you should feel free to start any project you believe the province needs.
This place has been far too quiet for far too long. It needs active people with big ideas to enrich our life and culture here.

Except English, what kind of language can use here? All languages are permitted, but it is of course nice if more than one or two people can understand what you write.

I've seen multiple discussions here in at least Talossan, Spanish, Italian, Russian, French, and German. Other languages have been used to a lesser extent. Like Ián says, the only limiting factor is whether anyone else can understand and reply. You can post in a language no one else understands if you like, but you might get bored quickly if there's no one to talk to.

But i need to learn how to make myself known here.

Venetian dialect, although it was just Miestra posting something written in Venetian and me answering, but I'm sure she didn't understand the reply and anyway it wasn't much of a discussion.
