Your Squirrly Majesty, esteemed members of the College of Arms,
I would like to humbly beseech your advice in whether you believe, as I believe, that the Royal Seals (and especially the Chinese character found in them) should be modernised?
My belief stems from the fact that, and I wish not to offend anyone, the Royal Seals do look a little... well, cheap (→Lesser State Seal; looks like it was accomplished on Paint). Maybe the College of Arms could try modernising it and offer the result to His Majesty for consideration and approval?

No, it's just that the Kingdom's seals look worse than any normal citizen's arms do. If we have the means and tools to produce high-quality CoA, why not use these possibilities for our seals, too?

Especially because the Greater State Seal displayed here has the old version of the motto (valtakunta instead of valtakuntansa -- that was edited several years ago)

There is no restrictions of getting your Coats made from any foundry in the world... so effectively it may be so that the resultant work may differ. Thus the grant actually describes the Coat.
Not sure about Royal Seals though.

True, it is the blazons (heraldic descriptions) that are prescribed, not the emblazons (exact graphic depiction). There is already a clean vector graphic version of the lesser state arms on the Wiki. I see no reason why that couldn't be used, say, instead of the old pixelated version at the top of Wittenberg.
