That bordure-like thing is a double tressure flory counter-flory, and is restricted to use (or award as an augmentation) by the Crown of Scotland.

Ok i see why the ideas opposed to now sorry. But the bacic layout (a sheild with a border a split middle colour and a cross) is ok as far as i know. But i would like a more decorative border if possible.

A Celtic cross appears on S:reu Tamoran's arms, so there's precedent for it in Talossan heraldry. You could certainly have a double tressure without the flory counter-flory bit, though I might like calling it an orle gemel (twin orle), since that's a more obscure term and therefore cooler.
