WHEREAS deep down we already know this, and WHEREAS our rivals in Maritiimi-Maxhestic have also asserted the same, and WHEREAS it is somewhat contrary to our cultural legacy to take this sitting down, and WHEREAS the claim made by Maritiimi-Maxhestic that it is "the best province" was made prior to the creation of this province. Thus it was impossible for them to know that two years later there would be a province more deserving of that assertion, and WHEREAS Fiôvâ is more deserving of this assertion, now THEREFORE the General Assembly of Fiôvâ resolves that the Free Province of Fiôvâ is the best province in Talossa, though Maritiimi-Maxhestic is pretty cool too. _______________________________ CCX, el Capitan

It's a resolution, it's quirky and I certainly think we should be codifying this aspect of reality. This is especially so given that our friends in M-M have a distorted view of this aforementioned reality and need to be put right.
EDIT: It's just a bit of legislative fun.

May I suggest to el Capitán to bring his proposed legislation in the FOR DISCUSSION status first, rather than going directly for the PROPOSAL one ( which make it official and commands for amendments)? ;-)

There is no doubt as to why this resolution needs to pass: our poor friends in M-M are trundling along, frightfully unaware of the fact that there is a new kid on the block with cooler toys and a fantastically interesting ancestry. It's time we let them realise this!

There's nothing too discuss from where I am sitting! ;D There is no doubt as to why this resolution needs to pass: our poor friends in M-M are trundling along, frightfully unaware of the fact that there is a new kid on the block with cooler toys and a fantastically interesting ancestry. It's time we let them realise this! Ok, but I was also talking especially about the Honours Law because I fear that confusion between [FOR DISCUSSION] and [PROPOSAL] status may arise in some citizens. A bill or a resolution in the [PROPOSAL] status it's officially presented to the GA. Especially with the new wording of the Standing Orders that's going to be voted, the seven days period to propose amendments starts immediately as soon as the [PROPOSAL] is posted by the citizen (and not after the Túischac'h's acknowledging as it may be understood now) because it's supposed that the "discussion" has been made in the preceding step. That won't leave too much time for discussion, because the Túischac'h must call for a vote (on amendments or a final one) 7 days after the [PROPOSAL] has been posted. [FOR DISCUSSION] it's like hoppering a bill, while [PROPOSAL] it's not exactly like clarking it because there's no amendments'process in the Ziu. To make a comparison to macronational Parliaments: - Putting a bill in [FOR DISCUSSION] it's like when a MP bring a bill to a permanent Commission for the first screening;
- Putting a bill in [PROPOSAL] it's like when that bill is brought by the Commission in the Plenary, where every MP can propose amendments before the final vote.

[AMENDMENT #1]The enacting part of the resolution is modified as follows: THEREFORE the General Assembly of Fiôvâ resolves that the Free Province of Fiôvâ is the best province in Talossa, though Maritiimi-Maxhestic is pretty cool too. Because if the GA really wants to say that we are the best, than we are without any concession.

I sat in that Chamber for a couple of years - I AM familiar with the legislative process. With regards to the First Provincial Honours Bill, I do admit that I had intended for it to be put in the [For Discussion] phase first, though I overlooked that having been a little pre-occupied with macronational business.
