Whereas, Ben holds a trademark on "Talossa", and now the "republic of talossa" is using the name for competing, similar activities, Ben should file a dispute complaint.
(I know Chris Gruber is not only the registrant but also the registrar-- however, I don't think that's an impediment to the process):

Ben would likely go thrrough CPR:
www.cpradr.org/ICANN_RulesAndFees.asp?M=1.6.6
Unless otherwise explicitly provided herein, administrative proceedings for the resolution of disputes submitted to CPR shall be governed by the Rules.
3. Communications (ICANN Rule 2)
(A) All communications to CPR shall be directed to:
ICANN Dispute Administrator
CPR Institute for Dispute resolution
366 Madison Avenue
New York, New York 10017
Tel. (+1) 212-949-6490
Fax (+1) 212-949-8859
E-mail: icann@cpradr.org
(B) When a paper submission is to be made to CPR by a Party, it shall be submitted in five (5) sets together with the original of such submission.
Again, given the trademark issue, and the competing service issue, Chris Gruber is in direct violation of at least two of the rules governing domain names. The fact that he is abusing his role as a registrar is secondary.. though ICANN may want to review his status in that respect as well, after we get talossa.com back.
Fees:
13. Fees (ICANN Rule 19)
The following schedule of fees (in U.S. dollars) shall apply to documentary hearings of any complaint administered by CPR before a single Panelist pursuant to the Rules and these Supplemental Rules:
1-2 Domain Names $2000 ($1000 to Panelist, plus $1000 to CPR)
So we're looking at a charge of about 2 grand for the dispute process. We have nearly 100 users on this board-- 2 or 3 registered within the last couple days.
Therefore, if everyone paypals $20 or $40, we can get together enough cash to do this-- simultaneously retrieving our rightful talossan territory, and also striking a blow to the "quitters", who will have to find a new name for their group.
I propose that all citizens donate $20 for this more-than-worthy cause.
