Bryan Vellucci Has been added to the voting rolls as of this post. If he does have a chance to vote by 8pm TDT, I will consider his Citizenship to have begun on 15 July, 2009.
( I don't think it's fair to nail a guy with a "Strike" when he only has 4 hours to get me his vote.)
