On 38RZ18, I vote Per. I owe it to the author of the bill, who has been nice to me all my life.

On 38RZ19, I vote, with some regret, Contra. As I related in a conversation with one of the backers of this bill, I truly do not believe this is something the government needs to do, and if Talossans wish to establish a fund for humanitarian relief and support, there is no reason why it cannot be set up. No law forbids the creation of an Association of Talossan Internationalists or a Talossan Worldwide Humanitarian Relief Fund, or whatever. To be honest, I have wondered why those who wish to express themselves in this way have not yet created such an organisation or fund, and why it seems to be something that the government must do. Putting the government between the people and their charities is a bad idea, and I cannot in good conscience support such a wasteful intermediary. Better that the citizens (and I will include myself in this) who wish to take money from their own pockets to support causes around the world simply just plain do so, and not keep the money in their pockets waiting for the government to set something up so that they can give the money first to the government and then hope that it gets to where it seems they should just send it straightaway. As I say, I have thought of simply setting up such a private organisation myself, but I have more than enough on my Talossan plate, so I figured someone else would do so, but no one has, and the money waits in people's pockets, for no good reason I can think of. I vote Contra with the hope that the great and charitable people of this nation simply take the charitable action they wish to take, and show the charitable spirit of the Talossan nation in the same way that the American Red Cross (a completely non-governmental entity), Feed the Children (a completely non-governmental entity), and any number of other charities do. Talossans are as charitable as anyone else; let us show it. But we should not saddle our government with wasting (because that is what would happen) our money on its way, nor should we bind our government to the support of any specific cause, as this legislation would have allowed two persons with opposite viewpoints to send money to the government earmarked for the support of opposing factions, and the government of the Kingdom would be made a laughing-stock simply by following its own laws to support both sides of a conflict.

On the Vote of Confidence, I vote Üc.
